Cllr Bolton Raises Ongoing Public Health Issue for Heltwate Residents

Peterborough Wide Horizons proudly supports the many residents who go out of their way to help others in our city. Today, we are sharing a statement from Peterborough councillor, John R Bolton, regarding a long‑standing public health issue he has been working to resolve.

Cllr Bolton outlines the action he has taken

“Many Heltwate residents know that, since my election in May, I have been campaigning for a long-term solution to the ongoing problems of overflowing bins, fly-tipping, and non-residents using the bin facilities.

Following concerns raised by residents, I put forward a number of proposals, including controlled access to the bin area and CCTV to deter misuse and fly-tipping. I also obtained costings and attended a meeting with Cllr Shabina Qayyum and Cllr Richard Strangward, Cross Keys Homes, Ali Karatas from Refuse and an officer from PCC to discuss possible solutions.

A solution has been chosen!

Whilst I am pleased that, just three months after my election, action has finally been taken to address an issue that residents have endured for years, I am disappointed that a less costly alternative approach appears to have been chosen over the longer-term solutions I proposed.

While I welcome any action that improves the current situation, I remain concerned that it may not provide the lasting solution that residents deserve.

The Heltwate underground bins provide significantly greater storage capacity than conventional bins. Because they are sealed, they help prevent odours and reduce access for rodents. I have seen these systems in operation in other countries and believe they represent the future of refuse collection.

Will further action be taken?

However, controlled access is essential if these bins are to be used effectively and protected from misuse by non-residents. I hope the council will, in time, make full use of the facilities already in place so residents receive the maximum benefit from this investment.

As your councillor, my priority is to listen to residents and push for practical measures that tackle the root causes of these problems. I will continue to monitor the effectiveness of the new measures and will continue to support residents if this action does not bring the desired solution.
